Litigation Support Experience Frequently, CSHSC is asked to provide expert testimony for providers whose applications are challenged by a competitor.  With over 35 years of health care management and planning experience across most service lines, staff at CSHSC are qualified to address, support and/or refute planning assumptions including financial forecasts and patient utilization ratios. Rule compliance and proper form completion are two areas of CON applications that require detailed attention and accuracy. Reviews Provider support may be in the form of competitive comments following an application submittal allowing the CON analyst to gain a perspective on application assertions not otherwise available. Testimony Following the review of an application, CSHSC may be asked to provide its opinion regarding the merits of the filed application and participate in a deposition and administrative hearing as a sworn witness. Technical/Planning Advisor CSHSC often will be asked to review a need determination, advise on likely approval, assess other opportunities, file a petition with the respective planning section or department, recommend legal intervention in a case where appropriate, and/or assist in filing a contested case or reconsideration request (SC).
